(In our research, as an example, it’s claimed that almost half of the “service animals” on airplanes are merely pets so their owners can get out of paying pet fees.) The key will be educating the public that this is now on the books to hopefully deter it from happening in the first place. Sad commentary on people’s ethics today that we even need this law.
